The Police showed him a 2-days back-dated ‘First Investigation Report’ stating that he had fought with his younger Brother in Law, beaten him, severely injured & threatened to kill him by Pointing a Pistol at him. This astonished the Person a lot, as nothing such happened at all. The Police Kept on convincing him, that if he paid $ 50,000 he would be Released to go to home & his Report would be cancelled. It took about 05-hours, after which, his Statement was taken by a Police Officer & was locked up in the Police Station in the evening. His Elder Brother in Law, THE Navy Officer, came in late Evening & asked to Pay him $ 150,000, if wanted to be freed. The man had to refuse & told the Police Officer:
“ Whatever I had, was All taken by them, that amount was over $ 1 million. I am left over with Nothing to further keep on Paying them.”
He was kept up in the Police Lock-up, illegally for 07-days, where he was on illegal Punishment. His Brother in Law paid $ 5000 to the Police Officer, for which he was severely beaten even in the Presence of his Brother in law, & was seriously injured. Afterwards, he was presented before the honourable court. His 03-friends Contributed together & paid his attorney-Fee in the Court. The honourable Court sent him for a Rigorous imprisonment.
In the Prison, he was given ‘No place to stand for the day or sleep at night’. One of the Prisoners gave him Food to eat while another Prisoner shared his Place on the Ground to sleep. He was told by his Fellow Prisoners that he had to Pay $ 2500 per month, for his half place to sleep. He was also informed that he would have to pay $ 7500 per month for food, tea & even water. He was put to a Rigorous imprisonment, & had to go for 12+ hours of Hard, insulting, Humiliating & Disgusting Labour Daily, despite being a ‘Prisoner under trial’. After 01-month, he was told by the Prison Superintendent, that he would have to Pay $ 50,000 to be exempted from the Daily 12-hours’ Labour. The Person being a Patient of Low Blood Pressure & Heart-Disease couldn’t continue his destined tough Labour in the hottest months of July & August for his 2nd; month, was fainted & fell down. He was taken to the Prison-Hospital Unconscious, Sweating, with Heart sinking & Severe Chest Pain, by his Fellow Prisoners. He was examined by a doctor & was admitted in Hospital, where the Emergency-Patient was kept in the General ward.




Another Fellow-Prisoner Purchased Medicine from outside the Prison for his First Aid. He remained Unconscious for over 06-hours. Next day he was told to Pay $25000 for his bed-charges in the Prison Hospital. He was sent back to the barrack without Treatment. On the 2nd; day, he was asked by the Prison-Authority to restart his 12 hours’ daily Labour. Being very weak, having high Temperature & chest Pain, he started but couldn’t continue. He was tortured & Publicly abused.
He was used to be warned strictly during his Prayer’s time, or during Reciting The Holy Quran. He was never presented before the Honourable Court for over 10-weeks during the dates when called. He suffered a lot for being a ‘Falsely Accused of an unknown Crime’ he didn’t commit or even knew it.

A Person in struggle of the Peaceful Settlement of his Family-Dispute, was sitting for a Dialogue with his wife, in the T.V-Lounge of his house. Suddenly, 5-People entered forcefully in his house & closed the door of the house behind them. They were lead by his Brother in law, who was a Government-Officer in Navy. These People didn’t look like ‘Hired-Criminals’ as they were properly dressed & looked Educated. Initially, they gave the impression to help them to settle the Dispute. They stressed the person to hand over the original Bills(Sales-invoices) & authorise them, to collect Payments, on his behalf from the market for their Boss (Person’s Brother in law).Only then, it was disclosed that they were the JCOs -(Junior -Cadet Officers-Navy). The Person couldn’t agree with them. They violently Reacted, started abusing the Person & hit him on his head forcefully with an empty cup of tea, broken while hit his head. (The Person’s wife just served her brother’s Guests with tea & snacks).
They threatened to kidnap & keep him in their Drawing Room(their illegal, Torture -Cell, as they named it), increase their Demands, in addition to the Ransom -amount & would continue further ‘Blackmailing him’. Later on they offered him to join their Group & start working, as instructed. They told the Person that they had arranged a big loan on fraud from a Bank, whose Manager had fully agreed to get sanctioned for them. They asked the Person, that being a Business-loan, he had to do it for them. “All he had to do, was to use his Company’s Letter Head, Stamp & put his Signature, where required.” The Person didn’t agree to it either, as he never even thought of helping in something illegal & Criminal. His refusal made his Brother in law more violent & he started giving torture to the person severely. The Person had no choice, except to hand over ‘the original sales-invoices for cash’ to them.
It was a day off, offices were closed & the Person had to collect the stamp from his office, the very next day. The Navy-Officer couldn’t wait for even a day, violently reacted, went outside his house, abusing him, & left behind his men in the house. As he was stepping out, the Person saw two men, fully armed, outside the gate of the house, who were waiting for the orders. They just entered the house, looked around, & went back outside the house. The man in charge received a telephone call from his Boss, which changed their behaviour & they started to compromise & settle the matter at home peacefully. Two of them started convincing him with an ‘alternate Plan to join’ them, so as to be Benefited a lot, & get out of the critical- situation.

As the Government imports heavy machinery, the tender would be given to the person’s firm, who would make all arrangements of shipping, clearing, forwarding, & delivery to the Government – ware houses. He would also be responsible for all land wide transportation & even beyond, when required. Here the Person agreed, but they added, that as he might be knowing, occasionally, without actual events & transactions, we had to prepare invoices & bills to charge the Government, for the work not done at all. It’s the type of Business, you had probably not seen it before. They kept on insisting to join them for a Business with a higher Profit even without investment & even having not a single penny expenses.
Here, the Person refused to become a part of their illegal, unethical & immoral activities, Crimes & Blunders. The Government Navy Officer had to react violently, stood up furiously & left the house along with his two JCOs. After half an hour, they came back along with 03-Policemen, who arrested the respectable businessman, after being kept as a house-arrest for 4-hours, & was taken to the Police Station as a falsely accused victim due to an unknown crime.

A Shopkeeper closed his shop earlier to visit his uncle at his house, situated in the same town. He hired a Taxi & went to his uncle’s house along with his younger brother, a student of 0-level. They met their uncle & asked about his Health. He was seriously ill, looked very weak & had recovered a little. Hetook some cash with him from his shop, which he wanted to give to his unclefor better treatment, so as to recover quickly. His uncle didn’t accept paymenas he was a very sensitive person, who never took help from others. Hethanked his nephew & told that he didn’t need at present & would definitelytake from him, when needed. walking to their home on the hope that they would get a taxi soon. It was an early evening & the Local Police were ontheir routine round of the area, who stopped them & enquired about them.They told the Police the Truth. The Police took their Body-Search & foundNothing. The Police took them to their Police Station & presented them beforethe Police Station Officer, who ordered for their Body Search again. ThePolice Officer was delighted to see cash amount of 5000 bucks with them.They left the uncle’s house for their home. They couldn’t hire a Taxi, as it was not available, so they started walking to get a taxi for back to home.The Police Officer ordered to arrest them with a Charge of: “ Doubtful Wandering in a Sensitive Area” & locked them up.The Accused, the shopkeeper from the Police Lock-up told us:

“The Police Officer had seen Cash in my pocket. He won’t release us,until I pay him all the cash. I talked to the Police-Constables & they also confirmed me that this was the only way to get out of here. He added. I had also requested them to let my younger brother go, as he’s a student & his O-level Annual Exam will be started tomorrow. If he didn’t go, it will ruin his future. My shop may be closed, but my brother should be released at least, as he’s innocent. The Police Lock-up will ruin his future-career. I also had ‘no fault’ except to carry cash to help my old-age uncle in his severe illness. How can I hand over them ‘My Hard-
earned money’ so easily. This I can’t afford. Whatever be the Consequences ?

The Accused was right, if he didn’t hand over the Entire amount to the Police Officer, he would charge them with more Crimes. Probably, Police would Falsely Recover ‘ The Narcotics ’ from them. They were presented before theCourt next morning, which had sent them to the Prison, on the Basis of the Evidence Provided & Police Investigation.

OBSERVATIONS:

* To maintain the Law & Order, Security & Protection of the Public-Life
& Property, Respect & Dignity of the General Public etc;

*Where the Poor, Powerless & Ignorant People will get Justice for
themselves & their Families, when the Law enforcing Agencies Target them?

*Why mostly ‘The Courts’ follow & trust the ‘Law Enforcing Agencies’ -Reports &
Findings’ without their own verification & investigation ?

*Is the Additional Duty more important than the Actual Responsibilities Assigned
initially ?

*Is there Any 'Check & Balance-System' for their ‘Organized State Terrorism’?

*Or They have a Free Hand to go anywhere for Cruelty, Brutality, & take Law in
their own hands & Perform, Legally-Protected & Rewarded Special-Tasks of
the Law Enforcing Agencies?

Which is really , The Specially Assigned - Additional Duty of The Police.

A NEW WAY OF' RESTORING LAW & ORDER ALONGWITH PROVIDING SECURITY TO THE PEOPLE!' (PRLA-2/09)

A Respectable, Aged, White Beared Businessman reported to his Area Police Station that Mr. X attacked his house, the previous night along with 10-15 People, all Armed. They also opened Fire at the main Gate of his house & Exterior windows for quite some time. They Abused & Cursed his Family, Publicly & gave threats of Kidnapping his Children.
The old man had no choice, except to go for Legal Protection. The Police suggested him to Compromise with the Party, as they were strong & influential People, who would harm him & his Family. The Police were also of the opinion that they couldn’t help him, & that they were Helpless. At this Justice-Deny, the old man returned home very sad desperately
The old man discussed with his Relatives & Children. All were of the opinion, to Compromise with them, as the Police were already in their Favour. (They were not People of the class to take Law in their Hands, the only way to compete them.)
Next morning the old man went to the Police Station & told them that they were ready to Compromise with the Party. The Police Officer appreciated & said that it was wise & that he had no choice except that. His refusal would have made them more Irritate & would have reacted with more Cruelty, Brutality, & a Life Threat & Loss of his Life or his Family-Members
The Police wrote an F.I.R under sections : 107 & 151, arrested the old man along with his Five-sons and put them under police lockup for 2 days. They were presented before the honourable Court on the third day. The counsel of the old man & his sons moved an application for their ‘Release on Bail’ which the learned Authority of the Court, the respectable judge rejected and sent them to the prison.
The Judge might have considered that the Old man and his five Sons would be Safer & More Secure in the Prison. The forceful / influential party who were wandering outside Freely, without any fear & check, might harm them and that it was better for them to be inside the prison, if they want to be Safe & Secure from their enemy.

As per Law of the above mentioned Sections of 107 & 151, both the Parties were to be kept in Police-Custody for a day. In the mean time, Police-Department were supposed to convince both the Parties for a Mutual Patch-up. Moreover, the local Area Police were to Sign a Bond, mutually from both Parties, to respect each other & shouldn’t take Law in their Hands. In case of Violation or intend to Violate in future. the Culprits would be Heavily-Fined & would be arrested for Severe Punishment.
But Nothing Such Happened or Done at All.
The old man and his sons would be freed one day. He & his family would never
need to seek Protection by law enforcing agencies in future.

Observations:
A New Way of Restoring Law & order as well as Protection of Citizens by the Law - Enforcing Agencies in general & Police in particular, comprise the followings:
· The victims were sent to the Prison for Their Protection against the Culprits.

· The Culprits were given Free hand to do what ever they want in a Free-atmosphere, continue their Cruelty, Brutality &
terrorist-activities without any fear or check.

· They were encouraged for taking law in their own hands. There should be a feeling of insecurity, fear and harassment among the
society.

· The organized promotion of the crime should be continued under the guidance and supervision of the law enforcing agencies.

· The crime promoters should be appreciated and rewarded for their “performance excellence”.

JUSTICE DELAYED; JUSTICE DENIED ! (PRLA-1/09)

Let us define the word ‘Justice’ its meaning, different types, understanding, implementation of Justice, its social, moral, religious aspects/obligation, need, compulsion for the existence & survival of our society.
Justice:
Fairness: fairness or reasonableness, especially in the way, people are treated or decisions are made
Law application: the legal system or the act of applying or upholding the law
Law Validity: validity in Law
Good reason: sound or good reason
Judge: a Judge, especially of a High Court
Bring somebody to Justice: to arrest somebody & to be tried in a court of law
Do Justice to somebody or something: to deal with somebody or something to convey the true qualities, especially the merit, of somebody or something
Do yourself Justice: to display your own abilities fully or perform to your full potential (often used in the negative).
In other words, Justice should be for all, irrespective of the caste/creed, social status, socio economic conditions, etc; & it should be provided in time, when asked or needed by somebody, as earlier as possible. It is a

legal right of an individual, given to him / her by the law, religion & society, which one should get at one’s doorstep without discrimination & delay.
Do our Government has any institute of doing Research-work for monitoring the crime, the criminal behaviour, taking solid steps & making sincere efforts for the prevention of the crime ? or
Taking any measures for the ‘relief & remedy of the victims’of the crime?

OBVIOUSLY
The answer is ‘No’. So, Who is responsible? Who will do it for us? Should we wait for the good days to come on its own, or still we dream & wait for the miracles to happen!
INSTEAD
We are the Promoters of the crime. We have established organizations &Institutions for development of the crime. We motivate, encourage &even reward for this cause. We are determined to develop the falsely accused victims into the criminals.

FOR THIS GREAT CAUSE

We have a system of a vicious circle of the Police, the courts, & the Prison. All of them are assigned the responsibility to work in the best mutual interest, under the technical guidance & expert supervision of the bureaucracy as well as establishment, for the ‘organized promotion of the crime’.

RESULTING IN THE
 Organized crime development & promotion,

 Humiliation & Exploitation of the falsely accused victims,

 Making hobby of the continued torture of the victims,

 Ruining their families in different ways,

 Develop them ‘ unacceptable by the society’ for ever,

 Develop perfect criminals from these falsely accused victims,

 Otherwise crush them in the above mentioned vicious cycle to death or permanent disability.

So, we can rightly say that our system is responsible for the “Justice- Delay”. Isn’t it a “Justice Deny?”
A food for thought for our policy-makers!

(I came across a large number of such cases in the courts, which I have written & will produce here in near future as solid-proofs of the above mentioned facts. I am an eye witness of such true stories…The Author)
